    The article is devoted to the development of small and medium-sized enterprises (SMEs) in Kazakhstan which is recognized worldwide as an effective lever for economic growth of the country. It examines the current status and scope of activity of this business in Kazakhstan, as well as the possibility of its development in the future. It was found that the level of SMEs development in the low country, and the current structure of employment of its subjects are far from perfect. The causes of structural deformation of SMEs in business which is related to its lack of development in the industrial sector; the lack of its subjects in the manufacture of certain sectors define the intensive development of the economy. On the example of developed countries, where SMEs take the largest share in the production of the gross domestic product, the substantiation of the possibility of transformation of the business into a major sector of the economy in terms of its development on an innovative basis. Particular attention is paid to the SMEs creation around new innovative enterprises using the outsourcing system, franchising, and other business cooperation. At the same time recommendations on the use of the state to support mechanism to accelerate the growth of SMEs in the industrial sector and fully implement its technical industrial and socio-economic potential.

    Development of Small and Medium Business Sector in Kazakhstan

    The small and medium business (SMB) sector plays a vital role in Kazakhstan’s transition toward a market economy. Despite its potential to stimulate innovation, employment, and economic diversification, SMB development faces numerous challenges. These include high tax burdens, complicated licensing procedures, limited access to finance, and corruption. Internal barriers such as insufficient entrepreneurial skills and lack of market knowledge further restrict growth. The success of SMBs depends on systemic economic reforms, effective financial support mechanisms, and strong institutional frameworks that encourage entrepreneurship. Education and training remain essential tools for improving business capacity and reducing transitional disparities. From a regional perspective, Kazakhstan’s SMB development must align with broader integration efforts across Central Asia. Strengthening the private sector, ensuring fair competition, and reducing bureaucratic obstacles are key steps toward sustainable economic development.

    Cluster Policy of Development in Kazakhstan

    This paper analyzes the development of cluster policy in Kazakhstan as a key instrument for diversifying the national economy beyond its dependence on oil and gas extraction. Based on Michael Porter’s cluster theory, the study explores how Kazakhstan adopted a cluster-based approach to stimulate competitiveness, innovation, and productivity across non-extractive sectors. The research highlights the formation of seven pilot clusters—tourism, transport and logistics, oil-and-gas machine building, construction materials, food processing, textiles, and metallurgy—and examines three of them in detail: the food industry, tourism, and building materials clusters. Each represents a strategic area aimed at boosting regional development and improving cooperation between business, government, and academia. The paper concludes that while the government has initiated substantial progress in cluster formation, long-term success depends on greater initiative and participation from the private sector.

    INNOVATION DEVELOPMENT IN AGRICULTURAL INDUSTRY OF KAZAKHSTAN.

    Abstract. The article discusses about of influences of innovative processes on increasing competitiveness agricultural sector in order to ensure the efficiency of agricultural production and food security of the country. Innovative processes allow everywhere continues innovate production on the basis of mastering the achievements of science and technology. However, at present time, the agricultural sector in Kazakhstan is characterized by low labor productivity, due to low crop yield and productivity farm animals, modifications of old technologies, issues of products with low added value, weak innovation activity in the agricultural industry. The only way out of the current crisis of the agrarian regions of the republic is the implementation of own innovative policy of agricultural industry, which is aimed at increasing the competitiveness of agricultural production. The Concept of the government program for the development of the Agricultural industry for 2017-2021, in the next five years, production and processing of agricultural products should become the main source of diversification and a driver of economic growth. Government agrarian policy should be implemented along the way scientific research in the field of science and technology, improving the education system, creating for the development of all branches of the agroindustrial complex, aimed at ensuring food security, maximum employment of the population and increase of its well-being. Therefore, priority should be government support of fundamental and applied science, and for this it is necessary to clearly define which directions of applied science should be supported in modern conditions with an orientation toward mandatory implementation of their results in the final product and increasing its competitiveness

    This paper explores the establishment, functions, and economic significance of the “Samruk” State Holding and the “Kazyna” Sustainable Development Fund in Kazakhstan. Formed in 2006, these two institutions were key components of the government’s strategy to modernize and diversify the national economy, enhance corporate governance, and strengthen transparency. “Samruk” manages state assets in strategic sectors, increasing efficiency and profitability of enterprises such as KEGOC, while “Kazyna” coordinates national development institutions to stimulate investment, innovation, and industrial growth. During the 2008 global financial crisis, “Kazyna” played a stabilizing role by financing small and medium enterprises, construction, and industrial diversification projects. The research emphasizes that these holdings have become crucial instruments for sustainable economic growth, technological development, and attraction of foreign investment, aligning Kazakhstan’s development model with international best practices.

    Oil and Gas Industry Dependence of Kazakhstan’s Budget

    This paper examines the dependence of Kazakhstan’s national budget on the oil and gas industry and the challenges it creates for sustainable economic development. The study analyzes the historical formation of Kazakhstan’s raw material–oriented economy after gaining independence in 1991, highlighting the country’s transition from a planned to a market economy and the dominant role of foreign investment in the extractive sector. Although the oil and gas industry has ensured rapid GDP growth and budget stability, it has also made Kazakhstan highly vulnerable to global price fluctuations. The paper discusses existing government measures such as the establishment of the National Fund and the Industrial-Innovative Development Strategy, while arguing that true diversification requires investment in human capital and education. Drawing parallels with Japan’s post-war economic recovery, the research emphasizes the importance of shifting from resource dependency to a knowledge-based economy. The conclusion presents recommendations for fostering innovation, supporting entrepreneurship, and transforming the national mindset to achieve long-term, independent economic growth.

    INNOVATIVE METHOD IN DEVELOPMENT OF THE REPUBLIC OF KAZAKHSTAN ECONOMY

    In this report the level of innovative development in economy and New accelerated industrial-innovative development program of the Republic of Kazakhstan are analyzed. The examination of the innovation index of countries in world market and the place of Kazakhstan in world market is carried out. The results of the first period of program 2010 – 2014 are analyzed and the results of the second period 2015 – 2019 are predicted and expected results are investigated. SWOT-analysis of the function of New accelerated industrial-innovative development program is carried out. The function of program in transition of Republic of Kazakhstan to the "green" economy is made and current results are analyzed. The aim of this work is to show the impact of the program on the economy of country, social status of people and employment rate.
