Item Open Access REFLECTIONS ON RUSSIAN COMPATRIOT POLICY IN COMMONWEALTH OF INDEPENDENT STATES(СДУ хабаршысы - 2017, 2017) Assanbayev M.B.Abstract. The last year marked the 25 years of the creation of the Commonwealth of Independent States. Despite the existence of criticism in certain media and analytical circles in respect to the Commonwealth of Independent States (CIS) activity, the organization has firmly established itself as an essential format for further cooperation of the participating countries. No doubt the main positive outcome in creating CIS has been peaceful divorce of post-Soviet states (unlike former Yugoslavia). Today, each post-soviet republic has been recognized to be an integral part of international relations. However, there have been also serious challenges and crucial political developments within the framework of the CIS. In August 18, 2009, a year after the Russian-Georgian war in South Ossetia, Georgia officially left the CIS. In the same vein after the annexation of the Crimea into Russia in 2014, Kyiv has limited its participation in CIS to a lesser extent. At the same time the ongoing armed conflict between the Ukrainian government and pro-Russian separatist forces of the self-declared Donetsk and Lugansk People’s Republics in South-Eastern regions of Ukraine has entirely divided the nation. Unfortunately, this split is going to last for a few generations further. The 1993 Charter of the CIS stresses, in Article 3, the principle of «inviolability of state frontiers, recognition of existing frontiers and renouncement of illegal acquisition of territories». However, this fundamental agreement did not prevent the emergence of political and territorial claims between Russia and some CIS-member-states. The post-soviet space is still considered to be a conflict-prone area, where the potential challenges and threats still exist in regard to territorial integrity and stability of some post-soviet states despite the fact that the present state frontiers of these states have been recognized internationally. One of the reasons that resulted in the emergence of this kind of challenge was incubated in the contemporary Russian foreign policy towards its «compatriots» residing in the post-soviet states. Proverbs play important role in language. They give clarity, expressiveness to the speech. Nowadays, teachers make some mistakes in using proverbs during the class. Also, to study the proverbs and find differentiation and similarities between two non-related languages, to distinguish the cultural features in every language are the most important point for teachers. The significance of this work lies in the fact that the problems of communication of cultures and people are intensively studied in relation to the increasing importance of knowledge of foreign languages.Item Open Access Development of an Exam application using Adaptive Learning algorithms(2013) Syzdykov R.Web-based exams are becoming increasingly popular in the last years; however, most of the exams developed using static exam content, so that students access to the same content irrespective of different learning backgrounds, learning styles, knowledge levels and abilities. It's a challenge to develop advanced Web-based exam application that can offer both adaptivity and intelligence. This study presents a novel approach to design an exam application which includes major adaptive features. The student, domain and exam content are separately designed to support adaptive learning. Application tracks students’ answers during the exam phase. The results are analyzed according to the Item Response Theory (IRT) in order to calculate students’ abilities. The student model is updated based on exam results. There has been growing interest in pattern recognition tasks in the last decade. This is determined by the prevalence of the problems that is being solved in recognizing images and characters, scene analysis, technical and medical diagnostics, signal identification, analysis of expert data, speech recognition, creation of expert and artificial intelligence systems. The article is devoted to the topic of collective decision-making models in automated intellectual systems. The application of such models for pattern recognition problems is being considered. What is meant by the term «collective recognition» is the task of using multiple classifiers, each of which will decide on the class of one entity with the subsequent coordination of their decisions with the help of a certain algorithm.Item Open Access Teams-Games-Tournaments (TGT) Method of Cooperative Learning(Suleyman Demirel University, 2011) Bermaganbetov G.This article discusses the Teams-Games-Tournaments (TGT) method as an effective strategy within cooperative learning. TGT engages students in structured group activities where games serve as tools to promote collaboration rather than competition. The method includes several cooperative game types such as “Who Am I?”, matching activities, sequence tasks, and movement-based games. These games encourage students to interact positively, develop questioning skills, follow rules, and support one another academically and socially. Because players are not eliminated and must communicate with many classmates, TGT activities help build cooperation, inclusiveness, and engagement for learners of different ages and abilities. N.This article addresses the issue of Internet-technologies in teaching a foreign language and foreign culture. It examines Internet-technologies in preparing learners for intercultural communication. When we consider effective method we mean effective strategies of the English language that help teaching target language quickly. Teaching language and culture are very interdependent, that is why language cannot be taught without culture, but there are many ways of co-teaching language and culture. One of the most effective one is internet technologies. Possibilities of Internet technologies for students' intercultural education are quite significant. Syzdykov; A. DyussembayevaAbstract. This article is devoted to investigate the problems in translating collocations in official documents. Official documentation has certain rules and features, such as concreteness, brevity, clarity, high information productivity, strict logic, clear rhythm of sentences etc. In connection with these established rules, translation problems arise, because each language has its own structure. In this study, a functional analysis of the language units in speech, structural-semantic and stylistic methods of linguistic analysis are used. The aim of the study is a comprehensive analysis of official documents translation to determine the features of official style, as well as the derivation of which translation transformations are used mostly to transmit complete semantic correspondences. The developed, the developing or even the transitional countries are all drifting with this trend unexceptionally. Although there is a general belief that globalization has important long-term benefits through its impacts on growth and productivity, it is not practically as global as it may look; some countries are more globalized than others. Such tendencies indicate that within the time span of a single generation, the economies that take more active part in globalization managed to double their real income per head.
