    EQUITY IN ACCESS TO KAZAKHSTANI HIGHER EDUCATION

    Abstract. The purpose of this study, which is conducted using document analysis and primary data collectionin order to understand the policy and problems of access and equity in Kazakhstani higher education in terms of financial issues. The absence of adequate financial support is the most major obstacle to accessing the education in Kazakhstan. At the same time higher education instituions are not allowed to raise funds and help students with decreasing the fees.In addition to inequity, the high-income cities of Almaty and Astana usually achieve the highest scores on the UNT. Thus means citizens from reacher parts of Kazakhstan have more access to grants issued by government than poorer regions. The main answer of the question who pays and who should pay for higher education in Kazakhstan is revealed.The aim of this study, which is conducted using document analysis is to understand the policy and problems of access and equity in Kazakhstani higher education in terms of financial issues and unified national test (UNT) which is used to make access more transparent and fair. The absence of adequate financial support is the most major obstacle to accessing the education in Kazakhstan. At the same time higher education instituions are not allowed to raise funds and help students with decreasing the fees.In addition to inequity, the high-income cities of Almaty and Astana usually achieve the highest scores on the UNT. Thus means citizens from reacher parts of Kazakhstan have more access to grants issued by government than poorer regions. Future researches may be divided by financing polices and access to higher education by UNT. Identification the affect of improved version of UNT on access and equity in higher education.

    Abstract. One of the most important and significant stages of the software development life cycle is software testing. Automated testing reduces testing costs and increases productivity, resulting in a high-quality and stable end product. To ensure that software is bug-free and delivers the desired user experience, test automation is critical. As technology advances, test automation becomes more complex. However, advanced Al technologies will soon become commonplace thanks to powerful tools like ChatGPT that, among countless other things, can chat with you and teach you how to read and write code like a human. In this article, we will try to consider the possibilities of automation with chatgpt. Starting with writing test plans, and test scripts by using Python and Selenium WebDriver. How ChatGPT can improve our tasks and make them more feasible. By leveraging the capabilities of ChatGPT, software testing engineers can enhance their skills, improve testing capabilities, and achieve better quality and accuracy of test results. The opportunities presented by ChatGPT can lead to improved efficiency, productivity, and overall performance in the field of software testing engineering.

    Abstract. As we all know bots, robots simplify human life. Now, as the age of technology, heaped robots are being created every day to make life easier for mankind. The use of robots has spread so that now almost every school has robots. People began to arrange robots fights, once it was just a dream, and now every region of Kazakhstan can conduct their robot fights. Today it is modern to use bots in web pages. They replace operators who needed rest, sleep, food, and so on. Bots, on the contrary, they do not need worldly desires. Messengers are messaging between users. One of the first online messengers was “ICQ”, where people could only exchange messages. Now in the market of online messengers is leading "WhatsApp". With the help of “WhatsApp” we can not only exchange messages, but also make video calls. Thanks to P. Durov and his team, we can now use both the bot and online messenger together.

    PRINCIPAL COMPONENT ANALYSIS AND A MULTILINGUAL CONSTRUCT TO DETERMINE THE UNDERGRADUATE MAJOR SELECTION FACTORS

    Abstract. In this article, we review mathematics behind well-known Principal Component Analysis from Linear Algebra implemented in various applied fields. As an application, we develop a construct to measure factors that affect college students in their major selection. This is a multilingual construct given in three languages, namely Kazakh, Russian, and English. To this end, we prepare a survey consisting of 27 Likert scale items in three languages and it is conducted among 314 undergraduate students in Kazakhstan. For dimensionality reduction, Principal Component Analysis is carried in python programming language which resulted in 9 major scales with only 22 elements. The overall reliability of the test is calculated to be 0,856. The nine scales are the effect of Uniform National Testing, state grant affect, personal interest affect, skills affect, occupation salary affect, teacher affect, external affect, university cost affect, parent’s affect.

    KAZAKH HANDWRITING RECOGNITION

    Abstract. Recognition of handwritten text is one aspect of object recognition and known as handwriting detection cause of a computer’s potential to recognize and comprehend readable handwriting from resources including paper files, touch smart devices, images, etc. Data is categorized into a number of classes or groups using pattern recognition. The paper presents a successful experiment in recognizing handwritten Kazakh text using Convolutional Recurrent Neural Network based architectures and the Kazakh Autonomous Handwritten Text Dataset. The proposed algorithm achieved an overall accuracy of 86.36% and showed promising results. However, the paper suggests that further research could be conducted to improve the model, such as correlating and enlarging the database or incorporating other models and libraries. Additionally, the paper emphasizes the importance of considering language specifics when building a text recognition model, as modern algorithms that work well in one language may not guarantee the same performance in another.

    Abstract. The product price plays a strategical role for both organizations, in terms of profitability and consumer lives in terms of utilitymaximizing. However, it is difficult to predict consumer behavior toward established prices by firms. The research works predict that consumer price perception and willingness to pay are different. Also, a consequence of price has been analyzed under three theories (1) Adaptation theory (2) assimilation theory and (3) transaction utility theory. In addition to that, this work shows five types of price perception (positive and negative price perceptions) and consumer model of willingness to pay.

    TIME SERIES ANALYSIS TO FORECAST COVID-19 CASES IN CENTRAL ASIA

    Abstract. According to the study, the cases are expected to increase in the upcoming days. An exponential rise in the number of cases is also noticeable in a time series analysis. The current forecast models are expected to help the government and medical professionals plan for future circumstances and enhance healthcare system readiness. The proposed study employs a support vector regression model for forecasting the overall number of deaths, recovered cases, cumulative number of reported cases, and regular case count. The starting information is retrieved from the Ist of March to the 30th of April, 2021 (61 Days). The model predicts deaths, recoveries, and the total number of confirmed cases with an accuracy of over 97 percent, and regular new cases with an accuracy of 87 percent. The findings point to a Gaussian reduction in the number of cases, which may take another 3 to 4 months to reach the bare minimum of no new cases registered.

    L1 LITERACY IN KAZAKHSTAN AND ITS EFFECT ON L2 ENGLISH ACADEMIC LITERACY

    As foreign language universities are becoming ever-more common, the issue of secondlanguage tertiary literacy has come to the forefront. The linguistic demands of such universities on new students are very challenging. Though freshmen can pass international language exams in English, the literacy skills that are most important to tertiary success are those developed in their first language. However, it is becoming more widely known that most Central Asian post-Soviet education systems do little to develop such literacy. It would be of great interest to understand the experiences of students who were going through this difficult tertiary literacy process. Our exploratory ethnographic study investigated students’ linguistic and schooling backgrounds, their development of writing skills, and their literacy metalanguage, to try and ascertain the effect of their first-language literacy on their progress. Therefore, we investigated a Foundation level English-language writing class, the experiences of its teacher, and six of its students, in a Kazakhstan university. Our findings show that literacy practices in the high schools of Central Asia seem to be deficient both in the quality of literacy teaching and in the culture of literacy, namely critical thinking and metacognition. These have had demonstrable effects on students’ literacy acquisition.

    SIERPINSKI TRIANGLE AND OPEN SET CONDITION

    Abstract. In terms of the development of modern technology, the use of computer programs has become normal. Even in the field of mathematics, using computer programs, we have opened a new path to the development of science. In this article we used the iterated function systems, calculating the Box dimension of the Serpinski triangle and using the arguments of the Serpinski triangle functions, calculated the computer - software Bisection method and collected the analyses. We determine when it is possible to correctly use the methods to calculate the dimensions of fractal sets. Comparing the results collected in this article, we determine the effectivenessinefficiency of both methods and incorrectly determined values of methods, and show them in the form of a table.
