The purpose of this study, which is conducted using document analysis and primary data collectionin order to understand the policy and problems of access and equity in Kazakhstani higher education in terms of financial issues. The absence of adequate financial support is the most major obstacle to accessing the education in Kazakhstan. At the same time higher education instituions are not allowed to raise funds and help students with decreasing the fees.In addition to inequity, the high-income cities of Almaty and Astana usually achieve the highest scores on the UNT. Thus means citizens from reacher parts of Kazakhstan have more access to grants issued by government than poorer regions. The main answer of the question who pays and who should pay for higher education in Kazakhstan is revealed. The aim of this study, which is conducted using document analysis is to understand the policy and problems of access and equity in Kazakhstani higher education in terms of financial issues and unified national test (UNT) which is used to make access more transparent and fair. Future researches may be divided by financing polices and access to higher education by UNT. Identification the affect of improved version of UNT on access and equity in higher education.Item Open Access STUDY OF SQUARE EQUATIONS IN THE 8TH GRADE USING MODULAR TECHNOLOGY(СДУ хабаршысы - 2019, 2019) Sabyrbayeva D. ; Borambayeva S.Abstract. As we all know bots, robots simplify human life. Now, as the age of technology, heaped robots are being created every day to make life easier for mankind. The use of robots has spread so that now almost every school has robots. People began to arrange robots fights, once it was just a dream, and now every region of Kazakhstan can conduct their robot fights. Today it is modern to use bots in web pages. They replace operators who needed rest, sleep, food, and so on. Bots, on the contrary, they do not need worldly desires. Messengers are messaging between users. One of the first online messengers was “ICQ”, where people could only exchange messages. Now in the market of online messengers is leading "WhatsApp". With the help of “WhatsApp” we can not only exchange messages, but also make video calls. Thanks to P. Durov and his team, we can now use both the bot and online messenger together.Item Open Access SEGMENTATION OF OUTLETS USING MACHINE LEARNING CLUSTERING AND CLASSIFICATION ALGORITHMS(СДУ хабаршысы - 2019, 2019) Nurmambetov D. ; Bogdanchikov A.Abstract. Segmentation of retail outlets in terms of manufacturing companies’ strategy applied in sales amount and trade activities for each of them is very important. Directed investments into outlets help companies to make more profit and decrease expenses. This study presents a method which can be used for outlets clustering using unsupervised and supervised machine learning algorithms comprising 2 steps – data partition using unsupervised Gaussian Mixture (GM) Model clustering algorithm based on outlets sales amount and further partition for one of them using Logistic Regression (LR) and Neural Networks (NN) classification algorithms, which predict whether outlets will achieve monthly sales plan. Previously, clustering was made without any special methods and clusters were formed using some agreed threshold values for outlets sales amount. The proposed algorithm was tested on real sales data and formed 3 clusters according to business needs. Sales plan achievement prediction gave up to 74% accuracy.Item Open Access THE INTRODUCTION OF LINUX-BASED CLASSES IN SCHOOLS(СДУ хабаршысы - 2019, 2019) Auyeskhan R.T.Abstract. This beginning Linux class covers the fundamentals of using Linux and Unix. The class trains students to use different file systems, tables, and graphs for data organization, command line functions, and text editors. They practice basic user operations and learn the beginning steps of many of the more difficult parts of using Linux. Through this intermediate class, students study the tools hackers use to break into a computer network and begin learning methods that can prevent this. They learn how to create and maintain firewalls and set up notifications to find intruders. In addition to protecting the systems from hackers, they also learn ways to protect them from malicious software.Item Open Access EFFECTIVENESS OF USING TRADITIONAL AND MODERN METHODS IN TEACHING FOREIGN LANGUAGE(СДУ хабаршысы - 2019, 2019) I.I. Sagdullaev; R.K. AbdiAbstract. In recent years, modern method of language teaching is widely used by many teachers in schools, colleges, lyceums, language centres and universities. However, we also cannot set aside the traditional method of language teaching, as, it also has number of advantages, despite disadvantages. In this article we decided to illustrate the advantages and disadvantages of Traditional and Modern methods in language teaching. First, we give definition to both methods and then compare them with each other. At the end we tried to find a way to keep balance between these methods in teaching process and take only advantages of the methods.Item Open Access SENTIMENT ANALYSIS OF UNIVERSITY FEEDBACK OPINION OF STUDENTS ABOUT AN EDUCATIONAL PART IN KAZAKH LANGUAGE USING MULTIBINOMIAL NAIVE BAYES CLASSIFIER(СДУ хабаршысы - 2019, 2019) A. Serek; M. ZhaparovAbstract. In this paper, the system which identifies the sentiment, (aka meaning) of a kazakh phrase, (whether it is a positive, or a negative) have been implemented using MultiBinomial Naive Bayes Classifier and achieved accuracy approximately 71 % on the dataset about university feedback across students on its educational component in order to help administrative staff to evaluate the current state of education in the university and make some decisions on its basis. We consider it to be a good result, given that the data was small in size, so that there were only few collected samples. The importance of the work that we did not find any paper which performed sentiment analysis using MultiBinomial Naive Bayes classifier on an agglutinative language. It can be argued, that the model can be successfully generalized in other educational organizations pursuing the same cause as it was identified in the above-mentioned rationale. The limitation of the paper is that only one algorithm has been applied to it, and the dataset size is small.Item Open Access SIERPINSKI TRIANGLE AND OPEN SET CONDITION(СДУ хабаршысы - 2019, 2019) Keulimzhayev A.Y.Abstract. In terms of the development of modern technology, the use of computer programs has become normal. Even in the field of mathematics, using computer programs, we have opened a new path to the development of science. In this article we used the iterated function systems, calculating the Box dimension of the Serpinski triangle and using the arguments of the Serpinski triangle functions, calculated the computer - software Bisection method and collected the analyses. We determine when it is possible to correctly use the methods to calculate the dimensions of fractal sets. Comparing the results collected in this article, we determine the effectivenessinefficiency of both methods and incorrectly determined values of methods, and show them in the form of a table.Item Open Access MULTIVARIATE REGRESSION ANALYSIS AND MODELLING ON CARS DATASET(СДУ хабаршысы - 2019, 2019) Rayev Zh. ; Aipenova A. ; Suleizhan T. ; Zhumabek D. ; Duman A.Abstract.
