    REFLECTIONS ON RUSSIAN COMPATRIOT POLICY IN COMMONWEALTH OF INDEPENDENT STATES

    Abstract. The last year marked the 25 years of the creation of the Commonwealth of Independent States. Despite the existence of criticism in certain media and analytical circles in respect to the Commonwealth of Independent States (CIS) activity, the organization has firmly established itself as an essential format for further cooperation of the participating countries. No doubt the main positive outcome in creating CIS has been peaceful divorce of post-Soviet states (unlike former Yugoslavia). Today, each post-soviet republic has been recognized to be an integral part of international relations. However, there have been also serious challenges and crucial political developments within the framework of the CIS. In August 18, 2009, a year after the Russian-Georgian war in South Ossetia, Georgia officially left the CIS. In the same vein after the annexation of the Crimea into Russia in 2014, Kyiv has limited its participation in CIS to a lesser extent. At the same time the ongoing armed conflict between the Ukrainian government and pro-Russian separatist forces of the self-declared Donetsk and Lugansk People’s Republics in South-Eastern regions of Ukraine has entirely divided the nation. Unfortunately, this split is going to last for a few generations further. The 1993 Charter of the CIS stresses, in Article 3, the principle of «inviolability of state frontiers, recognition of existing frontiers and renouncement of illegal acquisition of territories». However, this fundamental agreement did not prevent the emergence of political and territorial claims between Russia and some CIS-member-states. The post-soviet space is still considered to be a conflict-prone area, where the potential challenges and threats still exist in regard to territorial integrity and stability of some post-soviet states despite the fact that the present state frontiers of these states have been recognized internationally. One of the reasons that resulted in the emergence of this kind of challenge was incubated in the contemporary Russian foreign policy towards its «compatriots» residing in the post-soviet states. In this regard, understanding the Russia’s compatriot policy toward ethnic Russians, Russian speakers and others in post soviet states has become significant part of contemporary Russian foreign policy

    ENSEMBLE LEARNING ALGORITHMS IN PATTERN RECOGNITION TASKS

    Abstract. There has been growing interest in pattern recognition tasks in the last decade. This is determined by the prevalence of the problems that is being solved in recognizing images and characters, scene analysis, technical and medical diagnostics, signal identification, analysis of expert data, speech recognition, creation of expert and artificial intelligence systems. The article is devoted to the topic of collective decision-making models in automated intellectual systems. The application of such models for pattern recognition problems is being considered. What is meant by the term «collective recognition» is the task of using multiple classifiers, each of which will decide on the class of one entity with the subsequent coordination of their decisions with the help of a certain algorithm.

    FACTORS AFFECTING SME PERFORMANCE IN KAZAKHSTAN

    Аbstract. This study attempted to identify factors that are affecting SME performance in Kazakhstan. The intention of this study is to provide the understanding on how people should start their business by looking at entrepreneurial orientation factors affecting business performance hence help to reduce the risk of failure and increase chances of success. The study examined two entrepreneurial orientation factors that influences the SMEs business success, proactiveness and risk-taking behaviour. The theoretical framework has been drawn out and questionnaire was designed based on the factors chosen. All hypotheses were successfully tested via Excel and 2 hypotheses were accepted. The most significant factor affecting both operational and financial performance of SMEs in Kazakhstan was risk-taking.

The architecture of controlling, accounting system it helps to addresses system qualities, supports the planning process, drives architectural integrity, helps manage complexity, provides a basis for reuse, reduces maintenance costs, supports impact analysis. Development of system, that will get data from identifier like Bluetooth Low Energy beacon, gateway sensors and the help of these data identify and solve business problems.

In education, computer technology has become so essential that the government put ICT as one of the curriculum in Kazakstani education. The utilization of ICT in education has recently started to appeal the potential and significant progress in language learning. It has become a major issue in education world and has been used from preschool through to university that could facilitate students and teacher in teaching and learning process.ICT has been publicized as potentially powerful enabling tools for educational change and reform. The computers play significant role in the learning process especially in learning language.

    COMPARISON OF NATIVE AND NONNATIVE TEACHERS IN ICC DEVELOPMENT

    Abstract. The issue of comparing native and nonnative teachers has long been an object of debates as well as the opinions of the learners about it. Actually it is confirmed to think that native English-speaking teachers (NESTs) are the gold standard of spoken and written language in comparison with nonnative English-speaking teachers (non-NESTs) who are customarily taken as inferior educators because they adopt these innate linguistic skills. But does this perception correspond with the real situation? This article reports on research carried out with Galaxy international school students exploring the advantages and disadvantages of learning English from NESTs and nonNESTs in the field of ICC. Contrary to the above consideration, our research illuminated a number of perceived advantages and disadvantages in both types of teachers. Students viewed NESTs as models of pronunciation and correct language use, as well as being repositories of cultural knowledge, but they also found NESTs poor at explaining grammar, and their different cultures created tension. Non-NESTs were perceived as good teachers of grammar, and had the ability to resort to the students’ first language when necessary. Students found classroom interaction with non-NESTs easier because of their shared culture. Non-NESTs’ pronunciation was often deemed inferior to that of NESTs, but also easier to comprehend. Some respondents advocated learning from both types of teachers, depending on learners’ proficiency and the skills being taught.

    PARAMETERS OPTIMIZATION OF DECISION TREE AND KNN ALGORITHMS FOR BREAST CANCER PREDICTION

    Abstract. Throughout the 20th century, views about breast cancer have drastically changed. Breast cancer is the most common cancer in women worldwide, with nearly 1.7 million new cases diagnosed in 2012. This type of cancer is the second most common cancer overall. There is lot of information and data, which give opportunity for analyzing some processes, make some researches in classification and in data mining fields, test some tools of machine learning and make experiments for tuning main methods of supervised learning. Main part of project is creating useful tool for predicting breast cancer with high accuracy before getting ill or in initial stage of disease. This work is fascinating because the goal is to implement a lot of tools for creating web system, which can make effective prediction analysis. In other word, we can anticipate the future for women diseases.

    HOW GENDERS ARE AFFECTED BY PUBLIC OPINION

    Abstract. Social influence is the process by which individuals adapt their opinion, revise their beliefs, or change their behavior as a result of social interactions with other people. In our strongly interconnected society, social influence plays a prominent role in many self-organized phenomena. There is a stereotype that females are more vulnerable to the social opinion than males. Many psychologists and sociologists studied this issue. In the modern world, where women are at the same position as men, this question is actual. Aim of this experiment is to investigate if social opinion affects more females or males.Our experiment based on ‘Asch Experiment’. Solomon Asch (1951) conducted an experiment to investigate the extent to which social pressure from majority group could affect a person to conform. One limitation of Asch experiment is that is used a biased sample. All participants were male students who all belonged to the same age group. This means that the study lacks population validity and that the results cannot be generalized to females or older groups of people. Hence, we decided to use blocking by genders in order to generalize the result to females too.

    Abstract. Purpose – the main purpose of this paper is to explain the negotiation on profit sharing from crude oil extraction and local content requirements in the oil industry in Nash bargaining framework. This paper has applied a simple, user-friendly Nash bargaining model that attempts to understand the negotiation on multiple issues between HG and IOC. We start with the assumption that HG of a resource-rich country aiming to maximize national value at the expense of resource wealth introduces welldesigned mandatory local content policy for the IOC.

    ANALYSIS OF THE DEVELOPMENT OF EXPORT TRADE IN THE REPUBLIC OF KAZAKHSTAN

    Abstract. Kazakhstan has embarked on an ambitious diversification program, aimed at developing targeted sectors like transport, pharmaceuticals, telecommunications, petrochemicals and food processing. In 2010 Kazakhstan joined the Belarus-Kazakhstan-Russia Customs Union in an effort to boost foreign investment and improve trade relationships. The Customs Union evolved into the Eurasian Economic Union in January 2015. During 2014, Kazakhstan’s economy was hampered by Russia’s slowing economy, the weakening ruble, falling oil prices, and problems at its Kashagan oil field. Kazakhstan devalued its currency, the tenge, by 19 percent in February and in November the government announced a stimulus package to cope with the economic challenges. This article describes the general position of Kazakhstan in export trade. For this, a descriptive analysis of the data is used based on the areas of economic development of Kazakhstan already studied. The common goal is to identify the reasons and solutions to the problems at this stage of the economy development, as well as the forecast for the next five years.
