Item Open Access EQUITY IN ACCESS TO KAZAKHSTANI HIGHER EDUCATION(СДУ хабаршысы - 2019, 2019) Yenikeyeva A.Abstract. The purpose of this study, which is conducted using document analysis and primary data collectionin order to understand the policy and problems of access and equity in Kazakhstani higher education in terms of financial issues. The absence of adequate financial support is the most major obstacle to accessing the education in Kazakhstan. At the same time higher education instituions are not allowed to raise funds and help students with decreasing the fees.In addition to inequity, the high-income cities of Almaty and Astana usually achieve the highest scores on the UNT. Thus means citizens from reacher parts of Kazakhstan have more access to grants issued by government than poorer regions. Identification the affect of improved version of UNT on access and equity in higher education.Item Open Access Response of Local Academia to the Internationalization of Research Policies in a Non-Anglophone Country(education policy analysis archives, 2022) Tleuov A.; Moldashev K.World University Rankings (WUR) are growing in prominence in the eyes of governments and universities around the world. Often this encourages the introduction of state- or institution-wide policies and regulations that put academics and graduate students under performative pressure to publish in international, peer-reviewed journals with a high impact factor (e.g., Scopus- or Web of Science-indexed journals). Such publication requirements are part of the broader internationalization of research (IoR) policies being implemented in many countries. This article adopts a faculty-based perspective and explores the response of academia to IoR policies in Kazakhstan, a developing country that actively pursues a strategy of integrating local academia into the global scientific community. The authors develop a typology of responses based on a literature review to guide the data collection and interpretation. Data for this study were collected through document analysis and semi-structured interviews. Findings suggest that IoR policies lead to a variety of responses from academia, including gaming and token conformity.Item Open Access FORMATIVE ASSESSMENT IN KAZAKHSTAN’S ENGLISH LANGUAGE CLASSROOMS: A NARRATIVE REVIEW OF CURRENT PRACTICES AND THE ROLE OF AI TOOLS(SDU University, 2025) Aidos Myrzabek; Gaukhar Yersultanova; Medet JandildinovFormative assessment (FA) has emerged as a critical component of effective teaching and learning, providing ongoing feedback that guides both teachers and students in improving educational outcomes. This narrative literature review examines the implementation of formative assessment in Kazakhstan’s English language classrooms and explores how artificial intelligence (AI) tools are enhancing and could further enhance these practices. The review synthesizes international and local research on FA – defining its key concepts, components, benefits, and challenges – within the context of Kazakhstan’s recent education reforms that mandate a criteria-based (formative) assessment system. It also discusses current applications of AI (such as adaptive learning platforms, natural language processing for feedback, and AI-driven peer/self-assessment tools) in education, and considers potential future uses of AI to support teachers and learners in formative assessment. The findings indicate that while formative assessment is valued for improving student engagement and achievement, Kazakhstani teachers face challenges in its implementation, including large classes and shifts in ingrained grading practices. AI technologies offer promising solutions to personalize feedback, automate routine assessment tasks, and inform data-driven instruction, albeit with the need for teacher training and careful integration. The review concludes with implications for educators and policymakers in Kazakhstan, emphasizing that blending proven formative assessment strategies with AI support can foster more responsive and effective English language teaching.Item Open Access AN ANALYSIS OF PIAAC SURVEY ON KAZAKHSTAN - GENDER, LEADERSHIP, EDUCATION AND SKILLS(2021 International Young Scholars' Conference, 2021) Yelibay M.; Halasz G.Abstract This paper aims to analyse factors predicting who will occupy leadership positions in Kazakhstan, by exploring variables such as gender, skills, level of education, and family background. The skills that are referred to in this study are competencies assessed in the PIAAC survey of Kazakhstan from 2017. The author will estimate a model whether holding leadership occupations depend on gender, family background and skills, such as numeracy, literacy and the use of ICT at workplaces. In summary, a research perspective that focuses on skills in terms of what people do in work contexts can expand conclusions drawn about leadership. Research results indicate that strategic thinking which result in literacy, numeracy and ICT skills are important for leadership. The study supports existing Western research on gender, leadership, education and skills with an analysis of big data. This empirical research adds findings to the existing data from the Central Asian context, particularly to the sector of gender studies, leadership and education.Item Open Access Innovation in the higher economy and finance education: developing а new course of 'Social security and pension provision'(Elsevier Ltd., 2013) Assel Izekenova; Zhanaг TemiгbekovaThe issue of the essence of the efficient investment of pension saving – young but already fledgling institutional investors – pension funds (APF) of the Republic Kazakhstan and its reflection in the higher education in economy and finance is addressed in this paper. Because, this issue is not only of the Government of Kazakhstan and the financial market players (including the employees and the top management of pension funds), but is also a concern of the academicians, who are responsible for the educating the specialists for the mentioned sector Main objective of this study is to discuss the outline of developing educational and methodological complex for a new course of ‘Social security and pension provision’ that mainly covers the examination and the teaching of the problems of the pension provision with the global perspective and under existing economic and social situation of country. The authors believe that, introducing such a new course as an elective discipline will improve the quality of higher financial education of Kazakhstan, since, the issue of social security and pensions was not handled as an independent course before. The new course ‘Social security and pension provision in the case of Kazakhstan’ will help – students to develop skills and knowledge which have critical importance for the future specialist of pension funds as this course will provide students with theoretical tools and cases from the global practical experiences. Thus, this new course will enable them to interpret domestic social security and pension’s reforms as well as to evaluate new technology and latest achievement for modernization of pension model of Republic Kazakhstan.Item Open Access Female entrepreneurship: exploring factors that motivate woman to become entrepreneurs(2022) Kairoldanova A.A.This study explores factors that motivate women entrepreneurs to open their own businesses in the Kazakhstan context. The paper used in-depth semi structured interviews with 10 female Kazakhstani entrepreneurs to identify motivations of female entrepreneurs and factors affected by these motives. The collected data was categorized and analyzed thematically. The results revealed the ability to do work that they enjoy, benefit society, realizing childhood dreams, earn money and improve financial situations are the main factors that impact decisions by females to become selfentrepreneurs. Moreover, participants in the interview indicated that obtaining sufficient experience in their field, realizing their abilities, likewise having relatives in business and external business environments have affected them to engage in entrepreneurial activities. This article discusses the important role of the provisions of the conventions and treaties of the World Intellectual Property Organization in the field of copyright protection in the Republic of Kazakhstan. It presents the obligations imposed by the WIPO-administered treaties on the Republic of Kazakhstan, which were signed or ratified in order to develop national legislation and increase the level of legal protection of authors. The article explains the need for accession to WIPO conventions. An econometric strategy is selected to determine the existence of unit roots in data series containing the quarterly number of tourist arrivals between 2000:1 and 2006:3. The present study finds that the data series contain deterministic trend and seasonal components together with detected structural changes. Hence any form of exogenous shocks, will not have permanent impact on Kazakhstan's tourist arrivals.
