    PUBLIC INVESTMENT AS A MAIN DRIVER FOR GREEN ECONOMIC RECOVERY AFTER COVID-19

    Abstract The COVID-19 related green recovery research is characterized by positive and speculative potential scenarios, and this paper adds two additions to the literature. The COVIDcrisis has created a series of potentials ('permissive circumstances') that can be exploited, but the analysis of such possibilities also must take into account the activities and geopolitical events ('constructive circumstances') and those that preceded them ('crucial antecedents') that form the basis for the utilization of these possibilities. Analysis of three major nations' green recovery expenditure plans (China, Japan, and Russia from 2000-2020) using the differencein-difference model focuses on differences in size, industrial allocation, and execution options. Following China is Japan, which spends the most in both absolute and GDP-related terms. Spending in Russia is 43% lower than in China. Only 57% of Japan's financing goes toward new technology, but in Russia and China, the majority of funding goes into current industries (infrastructure, railroads, electric vehicles, hydrogen). Climate mitigation, employment, GDP development, efficiency and exporting, international competitiveness, local assistance, and social justice are only a few of the strategic variables that we use to explain national disparities. Various socioeconomic repercussions of the COVID crisis, pre-existing worries (e.g., severe joblessness, social and regional inequities), the economic significance of certain industries, and pre-existing climate change policy initiatives are all factors that influence these varied motives.

    DEVELOPMENT OF LONG RANGE ANIMAL TRACKING SYSTEM USING IOT TECHNOLOGIES

    Abstract The population of our planet is growing at a rapid pace, with an annual growth of 1.1 percent. The population is expected to continue to grow and reach 8.4 billion by 2030. Although this is a fairly positive fact, this phenomenon carries with it enough negative aspects. And one of which is the lack of food, which requires the rapid development of agriculture. Agriculture will have to increase its production massively by 70 percent. The solution to this problem is the technology of the Internet of things. With the help of technology we can avoid morbidity in livestock, excess in power consumption and generally make life easier for the farmers. In this work, a strong focus will be placed on tracking the location of animals, which will be quite cheap and of high quality. This research aims to find the most optimal technologies to track animals on long ranges, while being low-priced and effective enough.

    APPLICATION OF NEW METHODS OF TEACHING BIOLOGY WITHIN THE FRAMEWORK OF STEM

    Abstract This study examined the current advancement in implementing methods of teaching biology within STEM at the schools of Kazakhstan. Data were collected from 33 teachers and 218 middle-school students representing various educational institutions such as State Lyceums, General Education Schools, and NIS/BIL/RPHMS via questionnaire. Results showed that the number of teachers applying STEM techniques has significantly increased, whereas many students are still not entirely familiar with the practice. One significant issue that both teachers and students have noted is the lack of high-tech equipment available at most schools. Therefore, the second part of the research investigated the possibility of introducing STEM experiments using only readily accessible materials. Ten students from the State Lyceum observed and participated in four STEMrelated biological experiments, and their feedback was further recorded. Despite the apparent enhancement of the students' engagement in the studying process and positive reviews regarding STEM experiments, a lack of specialized hardware has remained a significant drawback. Additional consequences and limitations are discussed.

    EFFECTIVENESS OF USING SELF-REGULATED STRATEGY DEVELOPMENT TO IMPROVE WRITING AN OPINION ESSAY IN ENGLISH

    Abstract Foreign language students have challenges during the writing tasks like planning and organizing, expressing their ideas, making spelling mistakes, and lacking Vocabulary and knowledge about writing and the structure of an essay. The study explores the effectiveness of teaching a self-regulated strategy development approach to improve writing an opinion essay for seventh-graders. During the survey, questionnaires, pre-essay, and post-essay were conducted with twenty participants. Our analysis demonstrated improvements in writing skills through teaching students POW and TREE strategies during stages of SRSD. The students can express their minds clearly, learn to use linking words in an essay, decrease spelling mistakes, and improve Vocabulary. Writing opinion essays became more accessible and exciting for students. We conclude that the SRSD approach can help achieve high-quality writing tasks according to the students' level.

    Abstract Agriculture as an economic sector of any country, perform a significant role in its development, progression as an independent country and improvement of the social life of citizens. Problems in the field of agriculture lead to social tension and instability in society, so its development is controlled in all countries. When Kazakhstan has been part of Soviet Union, the Country were developed mainly as an agrarian republic, being one of the main producers of meat, wool and grain throughout the USSR. 30 years after independence and the market economy transition, there are certain problems in the field of agriculture in the country, which the state is trying to solve by means of providing preferences to investors. Despite all the efforts made by the state, in order to solve the problems of small medium enterprises in the agricultural sector, a clear understanding and analysis of business models, internal and external factors and the use of advanced frameworks is necessary, which is the main topic of this master's thesis

    FAST AND RELATIVELY ACCURATE SENTIMENT ANALYSIS FOR THE KAZAKH LANGUAGE

    Abstract This paper constructs a fast and accurate sentiment analysis model for the Kazakh language. The main method for text classification is based on TF-IDF-based tokens trained with Logistic Regression. The processing and modeling stages are fully implemented in the PySpark framework. The proposed method has shown an accuracy level of 82% on an evenly distributed test dataset. As a byproduct of the work, we have collected a list of words in the Kazakh language that could signal the negativity/positivity of the given review.

    CALCULATING THE EFFECTIVENESS OF SPEEDING UP PAGE LOADING OF THE REACT.JS WEBSITE BY IMPLEMENTING THE NEXT.JS FRAMEWORK

    Abstract. The main purpose of this article is to investigate the effectiveness of the Next.js tool for speeding up website loading in browsers. For qualitative research, information about how the client's browser works will be shown. How the React.js framework works, as well as how the Next.js framework works, their advantages and disadvantages, as well as the distinguishing features from each other. For practical proof of the effectiveness of implementing the Next.js framework on the site, site hosting will be used, in which a subdomain for two sites will be created: the first using only the React.js framework, and the second using the Next.js framework. To improve the comparison of indicators, both of these sites will use the same functionality. The end results will be compared against several metrics: the size of the final stable build of the program that can be tested and offered to the user, as well as platform independent scores for measuring site accessibility.

    GOALS OF CONDUCTING AND MOTIVATION FOR PARTICIPATION IN PROGRAMMING COMPETITIONS

    Abstract The International Collegiate Programming Contest (ICPC) in Kazakhstan has a long tradition. However, the popularity of ICPC gained significant popularity only after the beginning of the widespread use of personal computers and the rapid growth of the circle of their users. In this article, we performed a comprehensive analysis of the problems associated with the preparation and holding of such Olympiads. Organization of the on-site ICPC olympiad could be a challenging problem to the different logical, specialized, organizational, and indeed political issues. The Kazakhstan encounter of facilitating Worldwide programming contests from the viewpoint of the specialized and logical committee. The goals of the organizers of competitions in sports programming and the motivation of their participants are analyzed. The role of moral and psychological factors in the framework of participation in such competitions is shown. Considered: a set of language tools allowed for use in solving problems; methods of preparing and holding competitions for schoolchildren and students. Information about the main sports programming competitions held in Kazakhstan is presented.

    IMPACT OF COVID-2019 ON THE ECONOMIC INDICATORS OF SMALL AND MEDIUM BUSINESSES

    Annotation Small and medium business is the backbone of the economy of any country. It provides employment for the economically active population, promotes innovation and diversification of industries. From the results of the survey that was conducted by ILO Score Programme, it was pointed out that micro, small, medium sized businesses (MSMEs) represents about 70% of global employment and about 50% of GDP. The quarantine measures introduced in the first half of 2020 have had an impact on the country's economy. In particular, it has had a significant impact on the success of small and medium-sized businesses. This article describes the economic performance of small and medium-sized businesses in Kazakhstan and the world before and during the pandemic.
