Item Open Access Management in the educational process. Per Capita Financing(2022) Aimagambet S.Education plays a very important role in the life of human society, since a development of the state is inextricably linked with the level and quality of educational services provided. Education in Kazakhstan is a system that cannot exist without interaction with other areas of activity and the state represented by state institutions. The role of education at the current stage of Kazakhstan's development is determined by the tasks of its transition to a democratic and legal state, to a market, the need to overcome the dangerous points of the country lagging behind present world trends in economic and social development.. The lack of own financial resources in educational institutions has a not positive impact on the development of the material base and the quality of training of specialists, causes an outflow of the most gifted part of the scientific and pedagogical staff, reduces the level of social and economic development of the region, its competitiveness in the world market. In modern conditions, when the financing of educational institutions is carried out only on current expenditure items, regional and local authorities should take on part of the concerns about the development of the education system in the region and increase in the students number and children in educational institutions.
